A fee is charged when processing your application. The Danish Transport and Construction Agency will send you a giro (Bekendtgørelse om Trafik-, Bygge- og Boligstyrelsens gebyrer og afgifter på luftfartsområdet m.v., jf. luftfartslovens § 148, stk. 5).
Sightseeing flights (temporary provision and establishment)

If you wish to operate sightseeing flights in Denmark, you need to be certified with an Air Operator Certificate (AOC) issued from an EU-member state. You also need an Operational licence in accordance with Council Regulation (EEC) No. 1008/2008.

EU-operators with the above mentioned certificate and licence can operate in Denmark without permission from the Danish Transport, Construction and Housing Authority provided they submit a traffic program as specified below.
Traffic Program
Traffic programs shall be notified to the Danish Transport, Construction and Housing Authority by email no later than 15 days before the effective date of the operation(s).
The notification shall contain:
Operator’s name, address, phone number and e-mail
Number of weekly frequencies
Destinations to be flown with indication of times
Aircraft type, registration numbers and capacity
Flight numbers
Wet-lease, if relevant
Code-share, if relevant
If the intended sightseeing flight(s) are considered a special operation due to the nature of the flight you also need to submit a declaration as a Specialised Operations (SPO) Operator. Furthermore, you need authorisation from the Danish Transport, Construction and Housing Authority if the operation is considered a High Risk Specialised Operation.
Declaration as Specialized Operations (SPO) operator
Prior to commencing any commercial SPO operation, the operator shall declare, with all relevant information, itself as an SPO operator to the Danish Transport, Construction and Housing Authority. Aircrafts used shall hold a valid Certificate of Airworthiness pursuant to Regulation (EU) No. 748/2012. If the SPO operator intends to lease-in aircraft from non-EU countries, authorization is required. Operators intending to lease-in aircraft shall provide the Danish Transport, Construction and Housing Authority with information regarding:
aircraft type,
registration markings and serial no.
contact information for registered owner,
copy of valid Certificate of airworthiness (CofA),
copy of lease agreement or description thereof, with financial arrangements excluded, and
The duration of the lease.
Application for authorization for High Risk SPO
If the envisaged photography flight is designated as High Risk SPO by the operator it also requires authorization from the Danish Transport, Construction and Housing Authority along with any other competent authority of the SPO operator. If the nature of the proposed operation is unclear, please consult the Danish Transport, Construction and Housing Authority. As attachment to the application, the SPO operator shall provide risk assessment and Standard Operations Procedure (SOP) for the tasks provided.

When satisfied with the risk assessment and the SOP, the Danish Transport, Construction and Housing Authority shall issue authorization. The authorization may be issued for a limited or an unlimited duration. The conditions under which an operator is authorized to conduct one or more high risk commercial specialized operations shall be specified in the authorization. Changes to a valid authorization is subject to new application. If the operator implements changes without having submitted an amended risk assessment and SOP, the competent authority shall suspend, limit or revoke the authorization. Any SPO operator operating within the jurisdiction of Denmark is subject to the oversight of the Danish Transport, Construction and Housing Authority.
Temporary or occasional pursuit
Any SPO operator with principal place of business in another member state intending to operate in Denmark shall furthermore attach valid Certificate of Airworthiness (CofA) and authorization from the its own CAA to the application.
