Application for approval to inspect pesticide sprayers

Pesticide application equipment in agriculture, horticulture etc. must be inspected every third year. Inspections must be carried out only by companies approved by the Danish Environmental Agency and registered in the designated IT-system 'SYS'

The mandatory inspection of pesticide application equipment (PAE) must be carried out only by a number of companies, which have been granted approval for this purpose, by the 'Danish Environmental Protection Agency (EPA)', in Danish called 'Miljøstyrelsen'.

A foreign company wishing to obtain approval as inspection company for PAE in Denmark, must apply by a specific application form (‘Ansøgningsskema’), which can be downloaded from the homepage of the Danish EPA: https://mst.dk/kemi/pesticider/anvendelse-af-pesticider/brugere-professionel-brug/syn-af-sproejter/synsvirksomheder/

Approval can be achieved only in compliance with the rules and requirements of the Danish legislation. Chapter 3 of the executive order: ‘Bekendtgørelse nr. 1403 af 28.11. 2008 om syn af sprøjteudstyr’ specifies the requirements and documentation needed.

An approval requires for example, that at least one employee in the company has completed and passed a four-day education in the inspection of 'Field crop and air assisted sprayers'. The course is carried out by Himmerlands Erhvervs- og Gymnasieuddannelser (HEG). Furthermore, it requires that the necessary testing equipment is available in the establishment and that it meets certain specifications, as well as other requirements. The inspection of glasshouse sprayers requires in addition, that the inspection worker has completed a one-day supplementary training in the inspection of greenhouse sprayers.

Though, in the case of temporary or occasional inspection activities in Denmark, carried out by a company that is legally established as an inspection company in other EEA countries, or in third countries with which the EU has agreed on the performance of regulated professions, it is not required to apply for company approval in Denmark. Instead, the company must notify The Danish EPA in advance of the first inspection activity. The notification must be accompanied by various documentation stated in the executive order, chapter 4.

To perform PAE inspections in Denmark it is mandatory to register the inspection results in the Danish EPA IT system for inspection of PAE, called ‘SYS’. Access to SYS is granted by the Danish EPA, when the agency has approved a company for inspection of PAE, or when they have checked that a notification of temporary inspection activities complies with the requirements. The inspection reports must be sent to the spray owners after completion.

When a piece of PAE has been inspected, an inspection sticker with a unique number must be placed on the equipment and the number must be registered in the corresponding inspection report in SYS. The inspection stickers can be ordered from The Danish EPA, via the IT-system SYS. The cost of each sticker is 428 DKK (2021 price list). The fee covers the administrative costs of the Danish EPA.

The Danish EPA supervises the inspection companies regularly.
